Reintegration and legislation: Vice PM Reznikov meets with Venice Commission representatives

The government's draft law "On the Principles of State Policy of Transitional Period" provides for peacebuilding through secure reintegration.

"Our main goal is to build peace through secure reintegration. And a quality law will allow doing so. I am very happy that so many non-governmental organizations joined the process and we drafted this document together," Vice Prime Minister – Minister for Reintegration of the Temporarily Occupied Territories of Ukraine Oleksiy Reznikov said during a meeting with representatives of the Venice Commission, Ukrinform reports with reference to the website of the Ministry of Reintegration.

According to him, the draft law is based on non-discrimination, gender equality, inclusiveness, and removal of procedural, institutional and social barriers, enforcement and protection of the rights of victims.

The official added that the bill had been drafted since September 2020. In December 2020, it was submitted for finalization to 166 concerned government agencies, international organizations, scientific institutions, and non-governmental associations. In total, the authors received 110 responses totaling more than 1,000 pages, which were processed completely in April 2021. In May this year, the second version of the bill was sent for government approval. In early August, the Government approved the document.

In turn, Deputy Secretary of the Venice Commission Rudolf Dürr thanked Reznikov for the meaningful dialogue and work on the bill, conducted by the Ministry of Reintegration. "Thank you for the meeting, for your interpretation, and for trying to avoid loopholes in the law. It was a useful conversation and we will consider this document at the plenary session of the Commission in October," Dürr assured.

As reported, the Cabinet of Ministers of Ukraine approved the draft law "On the Principles of State Policy of Transitional Period" at its meeting on August 4, 2021.

It is based on UN principles in the field of transitional justice, meets OSCE standards and criteria – the Copenhagen Criteria – and, first of all, is drafted solely based on the state interests of Ukraine.
