Kremlin intensifying work with Russians abroad to conduct hybrid operations – CCD
According to Ukrinform, the Center for Countering Disinformation under Ukraine’s National Security and Defense Council reported this on Telegram.
“Moscow says it will work more actively with diaspora communities – legal consultations are already being provided, and efforts are underway to strengthen their ‘unity.’ However, behind this ‘concern’ lies a purely self-serving interest,” the statement said.
The CCD noted that the Russian authorities view Russian-speaking communities around the world as a strategic tool of influence.

The main goal, according to the CCD, is to create a loyal base of people capable of influencing public opinion in their countries of residence and promoting narratives favorable to Russia in foreign media spaces.
In addition to information influence operations, such communities also provide a convenient environment for conducting hybrid operations.
Under the guise of “cultural consolidation,” networks are allegedly being created that the Kremlin could use for destabilization efforts, organizing protest actions, or even preparing acts of sabotage.
The CCD stated that the expansion of work with “compatriots abroad” may therefore be part of Russia’s broader strategy to increase its hybrid presence around the world.
