Ukraine has obtained Russian documents outlining directions for countering Ukraine’s contacts with partners within the Drone Deals framework.

This was reported by President Volodymyr Zelensky on Facebook following a briefing by Head of the Foreign Intelligence Service of Ukraine Oleh Luhovskyi, Ukrinform says.

According to the President, Ukraine has recorded an updated level of Russian export losses caused by Ukrainian long-range “sanctions,” including: Port of Primorsk down 13% in throughput, Novorossiysk down 38%, and Ust-Luga down 43%.

Zelensky noted that these internal Russian figures may be underestimated, adding that Ukraine will continue its operations aimed at reducing Russia’s oil revenues and export volumes.

He also stated that Ukraine has obtained Russian documents outlining their efforts to counter Ukraine’s international contacts within the Drone Deals framework.

According to the documents, Russia’s political leadership has defined Ukraine’s ability to attract additional investments as a key challenge. It also considers blocking Ukraine’s access to investment and disrupting bilateral agreements on security cooperation and arms production a foreign policy priority. Russia is reportedly focusing particular efforts on undermining Ukraine’s cooperation in the Middle East and the Gulf region.

Zelensky further said that Russian military contingents in African countries have recently increased by 8,000 personnel, and that Russia is attempting to introduce the use of drone in each country of presence through supply, local production, and training.

He warned that such expanded Russian military activity could contribute to the modernization and strengthening of terrorist organizations, cross-border crime, and instability in migration-sensitive regions of the world, stressing the need for coordinated international counteraction.

As previously reported, President Zelensky has said Ukrainian long-range weapons can strike targets over 1,500 km away, and that Ukraine will continue expanding their range.
