EU to deliver Ukraine’s best Enlargement Report in three years – Deputy PM Kachka

Taras Kachka, Deputy Prime Minister for European and Euro-Atlantic Integration, reported this on Facebook, Ukrinform writes.

“This will be the best Enlargement Report in three years — such is the European Commission’s assessment of Ukraine’s efforts on its path toward EU membership. For the first time, the Commission acknowledges that Ukraine is demonstrating record progress in most areas of reform,” the official wrote.

He noted that the report contains 36 assessments across different chapters and roadmaps.

“In all of them — without exception — we have progress. This means we are moving faster than last year,” Kachka emphasized.

According to him, the report records faster reform progress in 15 negotiating chapters, with 12 chapters showing a high level of progress (“good progress”). None of the chapters show a decline in the overall assessment of Ukraine’s preparedness for EU accession, and in 11 chapters the overall rating has improved — the best dynamics since Ukraine became a candidate country.

“Using the methodology now widely applied in Ukraine, ⁠the average level of progress is 3.16 — an increase of +0.39 (compared with +0.01 last year). The average level of preparedness is 2.53 — an increase of +0.32 (compared with +0.025 last year),” Kachka stated.

He underscored that the report does not contain criticism. Instead, it includes recommendations for further steps that align with existing screening reports and roadmaps, while also noting systemic work in the judiciary and anti-corruption sectors.

“The European Commission sees that Ukraine is moving from adopting laws to actually implementing European standards — in public administration, the judiciary, the economy, digitalization and education. We will preserve and build on this,” Kachka assured.

He added that the Commission confirms readiness to open clusters 1, 2, and 6 of the accession negotiations, while “the others are progressing well and may also be ready to open by the end of the year.”

As reported, at the Enlargement Summit on November 4, EU leaders and candidate countries will discuss the future of European integration. President Volodymyr Zelensky will join the event online.
