Parliament approves law to increase defense spending by ₴324.7 billion

The Verkhovna Rada of Ukraine has adopted, both in the first reading and as a whole, draft law No. 14103 amending the State Budget for 2025, which provides for an increase of ₴324.7 billion in defense sector expenditures.

According to the document, the largest allocations will go to the Armed Forces of Ukraine — ₴210.9 billion, for the production and procurement of weapons and ammunition for the AFU — ₴99.1 billion, and to the National Guard — ₴8.1 billion.

Additionally, ₴4.3 billion will be allocated for drone procurement through the State Service of Special Communications and Information Protection, ₴1.3 billion for the Security Service of Ukraine, ₴918 million for the State Special Transport Service, ₴83 million for the State Border Guard Service, ₴28.8 million for the Defense Intelligence of the Ministry of Defense, and ₴8 million for the Foreign Intelligence Service.

The funding is expected to be secured through international assistance amounting to ₴294.3 billion, including €6 billion in non-repayable ERA loans from the European tranche, as well as through cuts to non-military spending totaling ₴10.4 billion and an expected increase in revenues from personal income tax and the military levy of ₴20 billion, due to payments of military allowances in November–December.

As Ukrinform reported earlier, in July, the Verkhovna Rada adopted draft law No. 13573, which also amended the State Budget for 2025, providing for an increase of ₴412.3 billion in defense sector expenditures.
