Ukrainian Parliament proposes state program to support evacuation of IDPs

The Verkhovna Rada is proposing to allocate funds in the state budget to create a state program for evacuation support, ensuring that every internally displaced person (IDP) receives assistance from the state.

This was announced by Maksym Tkachenko, MP and member of the parliamentary Temporary Investigative Commission on protecting the rights of IDPs, in a comment to Ukrinform.

“Today, evacuation lacks a clear structure: people who leave on their own often remain without further support — without help finding housing, work, or education for their children. We propose properly financing the creation of a state evacuation support program,” Tkachenko said.

According to him, the program would be centrally coordinated so that every IDP receives the same package of services — from transportation to integration in a new community.

“It’s like a ‘single ticket’ to a new life: from safe evacuation to settling in a community where a person feels at home,” Tkachenko stressed.

The program would coordinate local communities in hosting IDPs, ensuring housing, employment, and education.

Tkachenko noted that the initiative envisions involving the private sector in employment and social housing projects, while communities would receive state subventions to develop infrastructure.

“This creates a partnership where IDPs become active members of communities, not just aid recipients, contributing to the country’s recovery. We are making every effort to make state policy on protecting the rights of displaced persons more effective and balanced,” he added.

As reported, the draft state budget for 2026 allocates UAH 72 billion for all IDP support programs, with the largest share directed to housing payments.
