International war damage register to accept claims across all categories this year – Ministry of Justice

The Ukrainian Ministry of Justice expects that in 2025, the International Register of Damage caused by Russia’s aggression against Ukraine will begin accepting claims in all approved categories.

Deputy Minister of Justice Inna Bohatykh shared this in an interview with Ukrinform.

She noted that over 40 categories will be opened, allowing Ukrainians to submit claims for compensation for damages caused by Russia.

"The categories are being introduced gradually, but I hope 2025 will bring significant progress. Launching such a complex international mechanism takes time. The ability to submit claims to the Register and the necessary legal adjustments depend on how efficiently government agencies coordinate their efforts," Bohatykh explained.

She emphasized that the technical process of submitting claims to the International Register is regulated by the Ukrainian Cabinet of Ministers' Resolution No. 365.

"Each category requires technical adjustments for claim submission, considering its specific nature. For example, when we introduce the category for ‘Demining and removal of unexploded ordnance,’ we will work closely with the Ministry of Defense and the Ministry of Internal Affairs," she added.

Currently, the Register is already accepting claims under the first two categories: A2.1 – Death of a close family member , and A3.1 – Damage or destruction of residential property.

More than 14,000 claims have already been submitted under these categories.

The Ministry of Justice also expects that an international agreement on establishing a Commission for Claim Review in Ukraine will be signed by the end of 2025.
