Ukraine submits report to European Commission on measures for opening first negotiation cluster

The document provides information on the implementation of roadmaps in the areas of rule of law, public administration reform, and the functioning of democratic institutions, as well as on the Action Plan for protecting the rights of persons belonging to Ukraine’s national minorities (communities).
“Ukraine is fully prepared to open negotiations on Cluster 1 and expects the EU to soon demonstrate unity in approving this decision,” said Taras Kachka, Deputy Prime Minister for European and Euro-Atlantic Integration.
The report notes that despite Russia’s war against Ukraine, he country has maintained the pace of reforms and is implementing measures outlined in key strategic documents, including the Roadmaps and the Action Plan for protecting national minority rights.
Specifically, the Roadmap on the rule of law covers justice, the fight against corruption, fundamental rights, as well as justice, freedom, and security, with 529 measures planned for implementation. The Roadmap on public administration reform addresses strategic foundations, policy development and coordination, civil service and human resources management, accountability, service delivery, and public finance management, with 91 measures planned. The Roadmap on the functioning of democratic institutions includes the general framework of democracy, electoral processes, parliamentary operations in a democratic system, and the role of civil society, with 96 measures planned. The Action Plan for protecting national minorities (communities) includes 122 measures grouped into nine strategic goals.
More than 160 government bodies, including ministries, state institutions, the Verkhovna Rada, and local self-government authorities, are involved in implementing these measures.
As reported earlier, the European Commission is working to finalize the screening of Ukrainian legislation as part of preparations for opening the EU accession negotiation clusters.
