Kuleba: Russia creating systemic obstacles to OSCE mission

Participants in the OSCE Ministerial Council in Stockholm discussed the blocking of the work of an observer mission in sections of the border with Russia not controlled by the Ukrainian government.

Ukrainian Foreign Minister Dmytro Kuleba said this in a comment to the Dom TV channel, Ukrinform reports.

Kuleba said that Russia acts in the OSCE generally destructively.

"It blocked not only the work of the Gukovo and Donetsk checkpoints but also, for example, an annual review of the performance of obligations. This is an annual event. Now, I don't see that Russia is constructive or ready to change its decision. This is Russia's another blow to the Minsk agreements. This was widely discussed at the OSCE Ministerial Council. These are systemic obstacles to the functioning of the OSCE Special Monitoring Mission, which Russia is creating," Kuleba said.

He stressed that Russia not only does not extend the mandate of the OSCE observer mission at these checkpoints but also begins to systematically violate the provisions of the decisions that it signed.

The 28th OSCE Ministerial Council was held in Sweden's capital with the participation of the foreign ministers of 57 countries.
