German Foreign Ministry: Putin's decree on goods from eastern Ukraine runs counter Minsk agreements

Berlin considers that the new Russian decree on "support" for the Ukrainian Donbas runs counter the Minsk agreements and do not normalize the situation.

"Signed by Russian President Vladimir Putin on November 15, a decree that facilitates the delivery of goods from separatist-controlled areas of Ukraine to Russia and their certification as Russian runs counter the spirit and letter of the Minsk agreements," German Foreign Spokesperson Christofer Burger told an Ukrinform correspondent.

These actions contribute to further aggravation in eastern Ukraine, the diplomat noted.

As reported, the President of the Russian Federation signed a decree "on the provision of humanitarian support" to the population of the occupied territories of Donbas, according to which goods from the occupied territories of Ukraine will be "equated" with Russian ones. The relevant decree was published on November 15.

Minister of Foreign Affairs of Ukraine Dmytro Kuleba informed his Normandy format colleagues about the decree. According to him, Putin's decree, in fact, "testifies to the further economic integration of certain areas of Donetsk and Luhansk regions, the temporarily occupied territories of Ukraine, into the economy of the Russian Federation".
