Servant of the People faction proposes amending parliament's rules of procedure

A group of deputies from the Servant of the People faction has registered Bill No. 2691 on the introduction of amendments to the rules of procedure of the Verkhovna Rada of Ukraine on the improvement of the legislative procedure.

The text of the bill and accompanying documents have been published on the website of the Ukrainian parliament.

"The draft law is aimed at increasing the efficiency of the parliament's work, streamlining the legislative process, including by establishing the specifics of considering bills identified as urgent," the explanatory note to the bill reads.

The bill was authored by David Arakhamia, the head of the Servant of the People faction, and other Servant of the People MPs.

The draft law proposes introducing a number of amendments to the rules of procedure of the Verkhovna Rada.

In particular, it is proposed to establish that on the days of plenary meetings, usually on Tuesdays and Wednesdays, bills will be discussed according to the procedure of first, second or third reading. It is proposed that Thursdays be days of voting (including on previously supported proposals or amendments) when considering bills according to the procedure of first, second or third reading, on the basis of the constituent, organizational, controlling functions or other functions of the Verkhovna Rada, as well as consideration of proposals for elimination of inconsistencies or inaccuracies in the adopted law, consideration of the laws returned by the president.

When considering the bills at second reading, the Verkhovna Rada of Ukraine will vote on each proposal or amendment on which the decision was made on preliminary support by at least a third of the votes of the deputies of the constitutional composition of the Verkhovna Rada.

Voting on proposals and amendments taken into account by the main committee is to take place after the voting on proposals and amendments rejected by the main committee.

The draft law also proposes not allowing identical proposals and amendments to bills.

Bills identified by the president as urgent are to be included on the agenda without a vote.

When repealing the decisions of the Verkhovna Rada on the adoption as a whole as a law of a bill determined as urgent, a respective draft resolution of the Verkhovna Rada will be tabled in parliament by at least 45 people's deputies of Ukraine, the president or the Cabinet of Ministers.

In addition, it is proposed to envisage in the Verkhovna Rada's rules of procedure that the parliament at a plenary meeting may make one decision to change its duration.
