Explaining: Format of future negotiations, killing of Ukrainian serviceman from draft office, Russian strike on Sudzha

The Center for Strategic Communication and Information Security pursues efforts to provide a brief explanation to foreign audiences on the current topics of particular interest as regards Ukraine.

FORMAT OF FUTURE NEGOTIATIONS

On 2 February, in an interview with the Associated Press, President Volodymyr Zelenskyy outlined his vision of the format of future negotiations to end the war.

● Today, Ukraine is closer to achieving peace than ever before during the three years of war.

● Negotiations between the US and Russia without Ukraine's participation are dangerous for everyone.

● Kyiv believes that in addition to Ukraine, the US and Russia, the EU should also take part in the upcoming talks.

● Without security guarantees for Ukraine from partner states, negotiations with the aggressor will not ensure a stable peace.

● Membership in NATO is the best guarantee of security for Ukraine, and the 800,000-strong Ukrainian army will strengthen the Alliance's defence capabilities.

KILLING OF A SERVICEMAN OF TERRITORIAL RECRUITMENT CENTRE

On 1 February, in Pyriatyn, an attacker shot and killed a serviceman of the Territorial Center of Recruitment who was accompanying mobilised people to a training centre.

● The soldier died on the spot, and the attacker, along with one of the mobilised men, fled. Both men were detained and a pre-trial investigation was launched.

● The killing of a serviceman in the rear is a shameful crime that requires a tough response from the state and the entire society.

● The incident is consistent with the activities of Russian special services, which have been trying to undermine Ukrainians' trust in their own army for three years now, in particular, to discredit the military personnel of the Territorial Center of Recruitment.

● The enemy's tactical goal is to create a split between the army and the rear, as well as to disrupt mobilisation into the Defence Forces.

● The enemy's strategic goal is to undermine Ukraine's defence capabilities in order to destroy the Ukrainian statehood and erase the identity of the Ukrainian people.

RUSSIAN STRIKE ON SUDZHA

On 1 February, Russian troops attacked a boarding school building in Sudzha, where civilians were staying.

● There were 86 local residents in the building: women, children and the elderly who were preparing to evacuate, as well as 4 officers of the National Police of Ukrain

● Russian aviation struck the building with a guided aerial bomb, although the Russian side knew that civilians were located there.

● This is yet another war crime committed by the Russian Federation against its own citizens.

● Moscow's attempts to portray this as “Ukrainian atrocities” and shift the blame onto Ukraine are futile: The Ukrainian Air Force has already released indisputable evidence that the strike was carried out by Russian tactical aircraft.

● Eighty-four people were rescued from the rubble of the orphanage building, and the injured are being treated and evacuated to hospitals in Ukraine
