Kyiv’s resilience plan requires UAH 61.6 billion – PM Svyrydenko

“Kyiv presented its resilience plan at the Coordination Center meeting. This is the last region whose winter preparedness plan must be approved by the National Security and Defense Council… The total budget of Kyiv’s resilience plan is UAH 61.6 billion. Of this, the city’s own funds are UAH 10.6 billion. The need for additional funding is UAH 51 billion,” the statement reads.
According to Svyrydenko, the plan includes protecting 57 critical infrastructure facilities in the capital and installing more than 200 MW of additional generation capacity to power heating, water supply, sewage, and other facilities by the end of the year.
A key priority will be the development of distributed heating. This part of the plan, the Prime Minister emphasized, requires further refinement, and the developers have been instructed to finalize it by the beginning of April 2026.
Svyrydenko noted that the government is providing necessary support to the capital in preparing the plan and will assist in its implementation once it is approved.
As reported, the Kyiv City Council adopted the city’s energy resilience plan on March 10. According to Kyiv Mayor Vitali Klitschko, implementing the measures outlined in the plan, particularly those necessary for the start of the next heating season, “will definitely require state support” in terms of funding, equipment, and other resources.
