The EU Permanent Representatives Committee at ambassadorial level today agreed on a partial negotiating mandate on a proposal to establish a separate financial instrument to support Ukraine’s recovery and its efforts to implement reforms on its path to the EU.

As a result of Russian terrorist attacks, civilian casualties were reported, as well as destruction to civil infrastructure.
