Kyiv’s military chief: coordination with Mayor Klitschko lacks effectiveness amid legal ambiguity
That is according to Timur Tkachenko, Head of the Kyiv City Military Administration (KCMA), in an interview with Ukrinform.
“There is communication — we cooperate within the Kyiv Defense Council and coordinate joint actions. However, I would like this interaction to be more substantive and effective. For example, we have a working group on ‘Transparency and Accountability’, which analyzes budget processes, procurement procedures, and investigates potential abuses. I’ve repeatedly invited the Mayor personally to participate in the group’s meetings, but he consistently sends his deputies instead,” Tkachenko stated.
He emphasized that this hinders progress, since it’s important to hear Klitschko’s own perspective as the city’s elected leader, especially in matters concerning financial transparency and integrity in governance.
“I’m speaking honestly and openly: this isn’t about personalities, it’s about the Law of Ukraine on the Capital. Because of it, the division of powers between the two authorities — who exactly governs Kyiv — is not clearly defined. It’s not exactly a conflict, but it’s close — a disagreement born from legislative ambiguity,” Tkachenko noted.
As previously reported, Tkachenko informed that authorities in Kyiv are developing an IT-based solution to ensure the transparent and controlled issuance of movement passes during curfew hours.
