Ukrainian Prime Minister Denys Shmyhal and a Ukrainian government team arrived in Iceland for a two-day Council of Europe summit.

The head of government reported this on Telegram, according to Ukrinform.

"Today, the 4th Summit of Heads of State and Government of the Council of Europe begins in Reykjavík. We arrived with the government team in Iceland to take part in the event. A number of meetings are planned on the sidelines of the summit, as well as important decisions in support of our state," Shmyhal said.

Ukrainian President Volodymyr Zelensky is expected to address the summit via video link.

The summit will focus on Russia's war against Ukraine and achieving justice for the victims of Russian aggression. In particular, the main issue on the summit's agenda will be the creation of an International Register of Damages Caused by Russia's Aggression against Ukraine. The summit will be an historic opportunity for European leaders to reaffirm their common commitment to the Council of Europe's core values.

Ukraine's Deputy Minister of Justice Iryna Mudra said earlier that an agreement would be signed at the Council of Europe summit, which will give the official launch of the International Register of Damages. Ukraine expects at least 40 member states of the Council of Europe and observer states such as the United States, Canada and Japan to join the treaty.

On November 14, 2022, the UN General Assembly adopted a draft resolution on the creation of a mechanism for compensating Ukraine for damages caused by the war that Russia started and is still waging against Ukraine.
