Over 23 million m² of roads in Ukraine in need of repair – Deputy PM

As of today, more than 23 million square meters of roads in Ukraine require repair, with the first works already planned.

This was announced during a government Q&A session in the Verkhovna Rada of Ukraine by Deputy Prime Minister for the Reconstruction of Ukraine – Minister for Communities and Territories Development Oleksii Kuleba, according to Ukrinform.

“This winter has been the toughest for the road sector since the full-scale war began. A combination of sharp temperature fluctuations, snowfalls, and freezing rain has accelerated pavement deterioration. Currently, total damage on major roads exceeds 23 million m². Priority urgent works worth over UAH 14 billion are already being processed, and a work plan is in place,” Kuleba said.

He added that pothole repairs have already started this week in some regions, and that the key national roads are expected to be restored within six months.

“The situation is difficult, and the problem has accumulated over years. Most roads have exceeded their maintenance intervals by two years or more, and the war has added extra strain. Therefore, the government has decided to seek additional funding, which is urgently needed, and we will continue working on this throughout 2026,” Kuleba noted.

The Deputy Prime Minster also mentioned that 717 road sections fall under warranty repair obligations by the contractors who built them, and from Monday they will begin fulfilling these commitments.

As previously reported, the poor condition of natioanl roads is caused by underfunding for repairs; in 2026, road maintenance funding is allocated at about 15% of the minimum required amount.
