All regions prepare energy resilience plans for next winter

As part of preparations for the 2026/2027 autumn-winter season, each region has developed an energy resilience plan outlining specific measures and actions for key facilities

Deputy Prime Minister for Restoration and Minister for Communities and Territories Development Oleksii Kuleba announced this at a meeting, according to the Ministry of Development.

“We have reviewed the work of all regions. Comments have been provided. The plans are now being refined with adjustments to the number of facilities, technical parameters, and financial components. Regions have carried out real cost calculations for each measure, which will form the basis for future budget and donor requests,” Kuleba noted.

On February 23, regional plans were presented by Mykolaiv, Kherson, Kirovohrad, Zhytomyr, Rivne, Khmelnytskyi, Volyn, Ternopil, Lviv, Ivano-Frankivsk, and Chernivtsi regions. Each region prepared solutions across four areas, with detailed measures for electricity, water, and heat supply facilities. The plans take into account the evolving nature of attacks and the need for new technical and engineering solutions.

These measures are expected to ensure stable passage through the upcoming autumn-winter period and reduce risks to electricity, water, and heat supply systems in the regions. The next step will be the formal approval of the plans and work on their implementation.

As reported earlier, military administrations were tasked with developing regional energy resilience plans with clear implementation steps. Regional authorities, in preparing these plans, must consider the protection of critical infrastructure, the development of distributed and thermal generation, and the provision of alternative power sources for critical facilities.
