
Zelensky says agreement with U.S. on mineral resources not ready for signing
He told this to journalists at the Munich Security Conference on Saturday, according to an Ukrinform correspondent.
Zelensky explained that while agreements of this nature are typically signed at the ministerial level, he, as President, had decided to halt the process. He asserted that the document in its current form did not adequately protect Ukraine's interests.
"The agreement is usually signed by ministers, but as President, I have influence over its quality. I did not allow the ministers to sign this agreement because, in my opinion, it is not ready. It does not protect us or our interests," Zelensky said.
He added that this should be an investment agreement.
"It is very important for me to discuss investments in Ukraine, and this must be legally formulated in a correct and precise manner," he said.
Zelensky also emphasized that revenues from such investments should be integrated into Ukraine's security guarantees.
"I do not yet see this connection reflected in the document," he added.
President Zelensky said earlier that he had personally suggested to U.S. President Donald Trump that the U.S. gain access to Ukraine's rare-earth minerals in exchange for security guarantees and financial incentives.
On February 12, U.S. Treasury Secretary Scott Bessent visited Kyiv, where he proposed a potential partnership agreement, including cooperation on the development of Ukraine's mineral resources.
