Digitalization of construction sector to save UAH 734M per year – Fedorov

The introduction of electronic services in the construction sector could potentially save UAH 734 million per year, Deputy Prime Minister - Minister for Digital Transformation of Ukraine Mykhailo Fedorov has said.

Fedorov noted that according to experts, the annual amount of bribes in the construction sector can range from UAH 2.7 billion to UAH 3.5 billion. The potential savings due to the digitalization of the sector makes up UAH 734 million per year, according to a study of the potential capacity of electronic services.

"Last year, the Digital Transformation Ministry launched electronic construction services on the Diia portal. They are fully automated and eliminate human influence on decision-making. Stringent data verification mechanisms, including interaction with other registries, significantly increase the transparency of processes," Fedorov wrote on his Facebook page.

In particular, the introduction of the Unified State Electronic System for the Construction Sector was launched last year. A new register of construction activities has triggered. It introduces a completely innovative phenomenon for Ukraine - a unique identifier of the construction object. All documents are created and verified by QR-code immediately in the registry.

The new registry is secure, reliable and transparent. The system automatically checks all documents - an object will not be registered unless it meets legal criteria. There are already more than 130,000 documents in the registry.

The Public Portal of the system has also been launched. It is a platform with up-to-date information on registered documents and changes made, news on the construction sector and statistics data.

Meanwhile, eight electronic construction services are available on the Diia portal. Among those are as follows: a statement of the beginning of preparatory works, a statement of the beginning of construction works under CC1 (consequences classification), a statement of the beginning of construction works on the basis of the construction passport, and also a declaration of readiness for operation on the construction passport and others.

In test mode, there are available services for CC2 and CC3 objects. And this spring, the Digital Transformation Ministry automates online construction services for CC2 and CC3 facilities on the Diia portal.
