Russian forces currently strike not military facilities, but only civilian ones.

Chief of the Main Intelligence Directorate of the Ministry of Defense of Ukraine, Kyrylo Budanov, said this in an Interview with the Ukrainska Pravda media outlet, Ukrinform reports.

"Everything Russia is doing now is an act of terrorism. Its main goal is to sow panic, fear, uncertainty about the future. Panic and fear are the main weapons of terror," said Budanov.

According to him, the Russians are trying to inflict serious losses on the Ukrainian energy sector and stop electricity exports from Ukraine in order to affect the economic sector as well.

"In general, as they say, plunging Ukraine into complete darkness and cold winter is their dream. However, this will not happen, all our services operate properly. Their dreams will not come true. There are indeed complications, but nothing critical yet. By the way, an interesting point: during the entire previous period [of the war], the Russians mostly hit military targets, and less number of civilian targets. And now they do not hit military objects at all, but only civilian ones,” he said.

He emphasized that this once again confirms that Russia is a terrorist state and uses terrorist methods to achieve its goals. "In addition, even the very name of the Iranian-made drone ‘Shahed-136’ is is about that. They love symbolism and use the symbol of terror," Budanov emphasized.

As reported by Ukrinform, between October 10 and 20, Russia launched missile strikes and kamikaze drone attacks across Ukraine, damaging more than 400 facilities in 16 regions, including dozens of energy infrastructure objects.
