Japan to provide $58M for fourth phase of emergency recovery program

Ukraine and Japan will continue to cooperate under the Programme for Emergency Recovery, with $58 million in grants to be allocated for Phase 4.

The Ukrainian Ministry of Communities and Territories Development announced this on Facebook, Ukrinform reports.

“Vice Prime Minister for Reconstruction - Minister of Communities and Territories Development of Ukraine Oleksii Kuleba and Japanese Ambassador to Ukraine Masashi Nakagome exchanged notes providing the government of Ukraine with a grant to implement Phase 4 of the Programme for Emergency Recovery,” the statement said.

Kuleba said that the exchange of notes opens up the possibility of signing a grant agreement between the Ukrainian government and the Japan International Cooperation Agency (JICA), which implements the program, in the future.

The amount of grant support is JPY 8.8 billion, or about $58 million.

The new funds under Phase 4 will be used in the following areas: humanitarian demining, energy, water supply, public health and safety, education, and regional infrastructure rehabilitation.

In total, Japan has already provided $12 billion in humanitarian and financial assistance to Ukraine. Together with Japanese partners, the Ministry of Communities and Territories Development is implementing four joint projects totaling about $700 million. These are the the Programme for Emergency Recovery (Phases 1, 2, and 3) and the Project for Emergency Recovery and Reconstruction, a technical assistance project.

As reported, the Cabinet of Ministers has approved a draft agreement with the Government of Japan to attract a grant of about $58 million to finance reconstruction.
