CCD uncovers Russian ZOV propaganda network aimed at influencing Ukrainians

During monitoring of the media space, the Center for Countering Disinformation identified a propaganda network operating under the umbrella name ZOV, which seeks to influence the population of Ukraine by localizing content for 23 regions and 17 large cities with populations exceeding 100,000.
As of early 2026, the network consists of 68 websites, 40 Telegram channels, and 40 pages on the banned social network VKontakte. All identified websites within the network are registered with the Russian hosting provider and domain registrar Reg.ru (Moscow).
The informational content of the ZOV network’s resources is clearly propagandistic and manipulative in nature. In the vast majority of materials, the course of Russia’s war against Ukraine is systematically distorted, while socio-political and socio-economic processes at the regional level are misrepresented. Discrediting, manipulative, and fake messages targeting Ukraine’s military and political leadership are disseminated on an ongoing basis.
As Ukrinform previously reported, AI-generated videos encouraging violence against Territorial Recruitment Center staff are being circulated on TikTok.
