The Ukrainian government is transferring properties owned by the state and used by government agencies and state-owned companies, as well as real estate seized by the Asset Recovery and Management Agency (ARMA), for the accommodation of internally displaced persons (IDPs). The prepared list includes 112 properties.

According to Ukrinform, Prime Minister Yuliia Svyrydenko announced this on Telegram.

“Premises must not stand idle – they must be effectively used for the benefit of people,” the head of government emphasized.

According to her, the first list includes 112 facilities, comprising shared residential buildings, hotel and office premises, and public leisure buildings. They are located in various regions of the country.

Svyrydenko specified that by the end of January the premises would be distributed among agencies responsible for IDPs. It is expected that people will be able to use this housing as early as the first quarter of 2026.

The government also instructed the Ministry of Education and Science to review facilities that have not been used for their intended purpose in the educational process over the past year. These properties will also be transferred to meet IDP housing needs. A mechanism was previously created to transfer such assets to new managers for a symbolic fee of 1 hryvnia, the Prime Minister recalled.

“The next stage is that within a month all ministries, in coordination with state-owned companies and regional military administrations, as well as ARMA, must submit to the government an additional list of facilities that can be used to meet the needs of IDPs. The process is coordinated by the Ministry of Economy,” Svyrydenko summed up.

As reported, in December the government decided to compensate institutions that temporarily provide free accommodation to IDPs for utility costs, as well as for the purchase of liquefied gas and solid fuel. The standard social housing area taken into account when compensating heating costs has also been increased.
