While implementing the second phase of the National Holodomor-Genocide Museum – the still-unfinished main large exhibition building – three fundamental issues must be resolved.

The third President of Ukraine, Viktor Yushchenko, stated this in an interview with Ukrinform.

First of all, according to Yushchenko, it is necessary to establish a specialized Institute of Holodomors, which on a permanent basis would not only study the topic but also coordinate systematic research on it throughout Ukraine.

“Since this is a deeply large-scale genocidal tragedy, a specialized institute, I believe, should over many, many years bring this topic to completion: create an appropriate library, gather scholarly collections, hold dozens of conferences, and provide international institutions with a framework for carrying out their work,” Yushchenko noted.

The politician emphasized that high-level academic partnerships must be built around this topic. “It is extremely important that Cambridge, Oxford, and other strong historical schools join our universities. We must accustom the world to the idea that once a year, in Kyiv, at the National Holodomor-Genocide Museum or the Institute of Holodomors, an international conference is held, culminating in a comprehensive report that is published and sent to parliamentary and university libraries worldwide,” he explained.

Yushchenko believes that a pan-national archive-fund should be created, to which thematic materials from all Ukrainian archives would be transferred, including declassified materials from the Security Service of Ukraine. The creation of such a platform will be important for the work of a new generation of talented researchers and for national awareness of the significance of the topic, he stressed.

According to him, the third component of the second phase of the National Holodomor-Genocide Museum is an exhibition of unique items preserved by individuals.

As reported by Ukrinform, the Ministry of Culture has begun the selection of candidates for two permanent bodies of the National Holodomor-Genocide Museum – the expert council and the supervisory board.
