Ukraine adopts strategic approach to supporting internally displaced persons through 2030

The Cabinet of Ministers has approved the State Policy Strategy on Internal Displacement through 2030, a document that establishes a unified state approach to supporting internally displaced persons (IDPs) and the communities hosting them.

That is according to the Ministry of Social Policy, Family and Unity, Ukrinform reports.

"Previously, Ukraine did not have a single support pathway for internally displaced persons. Individual decisions helped address certain needs, but they were not combined into a comprehensive system. For the first time, the Strategy through 2030 defines such a pathway – from the moment of displacement to integration into a community or voluntary return home," said Minister of Social Policy, Family and Unity Denys Uliutin.

The strategy provides for comprehensive and continuous support for IDPs, covering all stages – from displacement to adaptation, integration, or voluntary return – with a focus on restoring self-sufficiency and addressing the individual needs of each person.

In particular, plans include the creation of a coordination platform involving government authorities, civil society organizations, and international organizations. The platform is intended to serve as a space for joint efforts to resolve issues affecting IDPs and to improve legislation in the field of internal displacement.

The strategy also provides for the launch of a unified digital support platform for IDPs, through which people will be able to access necessary information and services, while the state will be better able to take into account the needs and feedback of displaced persons.

Special attention is given to strengthening the work of multidisciplinary teams at transit centers so that people can receive basic assistance more quickly, undergo individual needs assessments, and obtain the support they require after displacement.

An important part of the strategy is the development of personalized support pathways for IDPs and their families, support for host communities, the expansion of housing solutions, and greater opportunities for employment and economic self-sufficiency for internally displaced persons.

As previously reported, internally displaced persons in Ukraine can receive state support in a variety of areas, including financial assistance, housing, employment, medical care, and social services. All current services, support programs, and guidance on how to obtain assistance are now available on the IDP support website vpo.gov.ua.
