EU Ambassadors agree on gradual phase-out of Russian gas

Ambassadors of the European Union’s Member States, at today’s COREPER I meeting in Brussels, approved the agreement on the text of the RePowerEU Regulation, which provides for a gradual phase-out of purchases of Russian gas.

This was reported to Ukrinform in an exclusive comment by the spokesperson of the Danish Presidency of the Council of the EU.

COREPER I confirmed the agreement on the final compromise text and will, as always, inform the European Parliament thereafter, the spokesperson said.

It was announced that all EU Member States, except two, agreed to the compromise on REPowerEU.

The spokesperson underscored the significance of the compromise reached, noting that this legislation — unlike sanctions — establishes a permanent ban on Russian gas and includes strong enforcement mechanisms to ensure compliance with the Regulation.

The text of the agreement will be published during the course of the day, the spokesperson added.

The Regulation will enter into force the day after its publication in the Official Journal of the EU, and the ban on importing Russian gas will take effect six weeks later.

As Ukrinform reported, on December 3, the Presidency of the Council of the EU and representatives of the European Parliament reached a preliminary agreement on the Regulation providing for a gradual phase-out of imports of Russian natural gas by 2027.

In June 2025, the European Commission proposed a plan to phase out the remaining pipeline gas and LNG, with a full ban scheduled for January 1, 2028.
