Seven more countries willing to join in PURL initiative – Sybiha
This was announced by Ukrainian Foreign Minister Andriy Sybiha at a press conference in Kyiv alongside the EU High Representative for Foreign Affairs and Security Policy Kaja Kallas, attended by an Ukrinform correspondent.
“You might know that USD 2 billion has already been raised for the first package, which is already under implementation. For now, we have six countries that have contributed specific amounts to fill it (the PURL initiative – UI note) to enable it to move on. And as of today, we can talk about the intention of seven more countries to become participants with a specific contribution to this initiative,” Ukraine’s top diplomat said.
Mr. Sybiha furthermore said that Ukraine’s President Volodymyr Zelensky is in constant contact with EU and NATO allies regarding the development of the procurement mechanism, its scaling, and he maintains constant dialogue with NATO Secretary General Mark Rutte.

Ukrinform has reported citing Deputy Head of the Presidential Office Pavlo Palisa that the PURL initiative had raised USD 3.5 billion in funding as of October.
The PURL (Prioritized Ukraine Requirements List) initiative, jointly established by NATO and the United States, was launched in August this year. The first package was financed by the Netherlands in the amount of $578 million; the second by Denmark, Norway, and Sweden for $495 million; the third by Germany for $500 million. The fourth – $500 million – was announced by Canada.
