Government proposes president approve Military Security Strategy of Ukraine
Government members made a respective decision at a meeting on January 20, according to an Ukrinform correspondent.
"The Military Security Strategy of Ukraine identifies ways to achieve the goals and implement the priorities of state policy in the military sphere, the spheres of defense and military construction, including in relation to the security environment in the context of military security; goals, priorities, tasks and ways of implementing state policy in the field of defense; socio-political, economic and other conditions for the implementation of state policy in the field of defense, military-political and military-strategic restrictions; resource provision of defense needs; a promising model of the organization of defense, the Ukrainian Armed Forces and other components of the defense forces in terms of the set tasks of state defense, strategy and criteria for achieving joint defense capabilities; probable scenarios for the use of security forces and defense forces to perform state defense tasks with the distribution of responsibilities of the components of the security and defense sector for organizing the defense of Ukraine, protecting its sovereignty, territorial integrity and inviolability; risk management in the field of military security," reads the explanatory note to the draft decree.
According to the report, the implementation of the decree does not require additional funding from the state budget. The document was agreed upon with all ministries and agencies during the preparation phase.
On December 24, 2020, the Ukrainian Defense Ministry submitted a draft Military Security Strategy of Ukraine for consideration by the Cabinet of Ministers, with its further submission to the National Security and Defense Council. In case of a positive decision by the National Security and Defense Council, the Military Security Strategy will be enacted by the presidential decree.
According to Defense Minister Andriy Taran, the Military Security Strategy is designed to replace Ukraine's Military Doctrine. It proposes to secure the concept of comprehensive defense and to involve not only the Ukrainian Armed Forces, but also all components of the security and defense sector and civil society.
