Trilateral Contact Group discussing detainee exchange, 'Kravchuk's plan'

The political and humanitarian subgroups of the Trilateral Contact Group for the Settlement of the Conflict in Donbas are discussing via videoconference the provision of movement through entry and exit checkpoints, the exchange of detainees and Ukraine's "Joint Steps Plan," the Ukrainian delegation to the TCG has reported on Facebook.

"A meeting of the political and humanitarian subgroups of the Trilateral Contact Group for the Settlement of the Conflict in Donbas began at 09:00 via videoconference. The agenda includes ensuring the movement of Ukrainian citizens through entry and exit checkpoints, the exchange of detainees, the search for missing persons. The political subgroup is discussing an 'Action Plan' proposed by the head of the delegation, Leonid Kravchuk," the report reads.

The Ukrainian delegation recalled that on November 10, at 08:00, the Ukrainian side opened the checkpoints Hnutove, Marinka, Maiorske (Donetsk region), Stanytsia Luhanska, Shchastia, and Zolote (Luhansk region).

"The Russian side is blocking the work and is returning citizens to the Ukrainian-controlled side of the contact line. Negotiations are underway," the delegation said.

According to the report, a meeting of the economic subgroup and the security subgroup will begin at 14:00, and a general meeting of the TCG at the level of heads of delegations will take place on November 11.

The head of the Ukrainian delegation to the TCG, former Ukrainian President Leonid Kravchuk, said earlier that Ukraine had prepared a "Joint Steps Plan" for the Trilateral Contact Group, which contains a proposal to completely end the conflict and demilitarize the occupied Donbas so as to create conditions for holding local elections there on March 31, 2021.
