Ukraine's parliament to consider banking bill under special procedure

The Verkhovna Rada has decided to apply a special procedure for the consideration at second reading of a bill introducing amendments to some legislative acts of Ukraine on improving some mechanisms for the regulation of banking activity (No. 2571-d).

A total of 255 MPs voted for a respective decision on Thursday, April 30, according to an Ukrinform correspondent.

The special procedure will help speed up the consideration at second reading of the bill, to which over 16,000 amendments have been introduced.

The Verkhovna Rada at an extraordinary meeting adopted a bill introducing amendments to the parliament's rules of procedure on countering the abuse of the rights of people's deputies during the legislative procedure (No. 1043).

It provides that if the number of amendments introduced to a bill exceeds the number of clauses in the bill, but not less than 500 amendments, the document may be considered according to a special procedure. The procedure can be initiated by at least 150 MPs who submit such a motion to the Verkhovna Rada chairman. The decision to consider a bill according to a special procedure can only be adopted by the parliament with 226 votes. The special procedure means that each faction and group may insist on the consideration of five amendments, and an MP may insist on the consideration of one amendment not considered by the concerned committee.
