Deputy PM Kuleba: Kyiv, Kharkiv, and Dnipro are the focus of thermal decentralization

Deputy Prime Minister for Recovery and Minister of Community and Territorial Development Oleksii Kuleba noted that in the process of implementing thermal decentralization, attention is being focused on Kharkiv, Kyiv, and Dnipro—large urban areas that rely on centralized heating systems.

Kuleba made this statement in a comment to Ukrinform on the sidelines of the 2nd International Cohesion Forum, responding to a question about the progress of sustainability plans.

"We have four main areas of focus. The first is the protection of critical infrastructure. Construction work has begun here, with 22 billion hryvnias allocated from the state budget, so construction is already underway. As for the decentralization of our power generation, work is also continuing, and the indicators vary significantly by region. Regarding heating decentralization, the focus here is on cities such as Kyiv, Dnipro, and Kharkiv—that is, large urban areas that depend on a single heat supply source. As for water supply projects, they have also begun," he said.

The Deputy Prime Minister added that, given the attacks by Russia, all critical infrastructure facilities are under threat. To protect them and prepare for winter, a decision was made in March of this year to implement resilience plans.

As reported by Ukrinform, Deputy Prime Minister for Recovery and Minister of Community and Territorial Development Oleksii Kuleba criticized the pace of the capital’s preparations for the new heating season.
