Deputy PM Kuleba comments on possibility of restoring Road Fund
This was stated in an interview with Ukrinform by Oleksii Kuleba, Deputy Prime Minister for the Restoration of Ukraine – Minister for Communities and Territories Development.
“Roads during wartime are a matter of military logistics, evacuation of people, and delivery of humanitarian aid. Today, roads are part of the national security system. That is why we believe that during martial law, restoring a stable source of funding for the sector is possible in the form of a Military Logistics Fund. This name clearly reflects its essence,” the official emphasized.
According to him, this is not a return to the pre-war model, but rather a financial instrument that will ensure the maintenance of key logistics routes – for the needs of the Armed Forces of Ukraine, evacuation from frontline areas, and the delivery of humanitarian aid, medical supplies, and critical resources.
“Special attention is given to routes to frontline regions, international transport corridors, access roads to border checkpoints, and port and railway infrastructure. It is in this logic that we see the possibility of restoring targeted funding for the road sector during the war,” Kuleba said.
As previously reported, all revenues of Ukraine’s State Road Fund are currently directed to the general state budget fund.
Head of the State Agency for Restoration and Infrastructure Development Serhii Sukhomlyn said that at least UAH 12-14 billion is needed for routine repairs of international and state roads, while total needs including other roads amount to up to UAH 50 billion.
