Draft budget includes UAH 75B increase for education and science — Finance Ministry

The draft state budget for 2026 includes an increase of over UAH 75 billion in funding for education and science.

That’s according to the Ministry of Finance of Ukraine, as reported by Ukrinform.

“Investments in education and science are investments in Ukraine’s resilience and economic recovery. We are implementing a new approach that prioritizes support for those delivering real results,” said First Deputy Finance Minister Roman Yermolychev.

According to Yermolychev, total expenditures for scientific and scientific-technical activities in the 2026 draft budget (second reading) are projected at UAH 20.1 billion — an increase of UAH 5.6 billion compared to 2025.

Key funding priorities in the scientific sector include UAH 1 billion allocated for a pilot project to establish centers of excellence at higher education institutions aimed at commercializing research to address national priorities; UAH 100 million for the applied research competition “Business and Science: Effective Cooperation,” which supports projects commissioned directly by businesses and enables scientists to implement innovative solutions in partnership with industry; UAH 3.2 billion for performance-based science funding under the principle of “financing where results are delivered,” representing a UAH 3 billion increase; and UAH 700 million to support research projects led by young scientists, up UAH 400 million from the previous year.

Yermolychev stated that increased financial support and new funding mechanisms will help strengthen collaboration between the scientific community, the state, and the real economy.

As previously reported, on November 6, the Cabinet of Ministers of Ukraine finalized and submitted the draft 2026 state budget to the Verkhovna Rada for second reading.
