In 2025, EU to give Ukraine EUR 30.6B in financial aid - summit resolution

That’s according to the conclusions of the European Council on Ukraine, published on the website of the European institution.

“The European Union will continue to provide Ukraine with regular and predictable financial support in the long term. In 2025, the European Union will provide Ukraine with EUR 30.6 billion, of which EUR 3.5 billion has already been disbursed under the Ukraine Facility, and EUR 7 billion under the G7 ERA initiative, which is repaid by the windfall profits stemming from immobilised Russian assets,” the document states.

At the same time, EU leaders reaffirmed commitment to support Ukraine’s reconstruction and recovery. The country’s reconstruction process is being considered in the context of Ukraine’s future accession to the European Union.

“The EU stands remains committed… to supporting its repair, recovery and reconstruction, in coordination with international partners, including in the areas of psychological and psychosocial rehabilitation and increased demining assistance. In this context, the European Council looks forward to the Ukraine Recovery Conference in Rome on 10 and 11 July 2025,” the resolution states.

EU leaders reaffirmed Ukraine’s inherent right to choose its own destiny, based on the UN Charter and international law.

“The European Union remains steadfast in its support for Ukraine’s path towards EU membership. The European Council commends Ukraine for the pace of its accession-related reforms under the most challenging circumstances, welcomes the significant progress achieved, and encourages Ukraine and the Commission to intensify work in the accession process. The European Council invites the Council to take the next steps in the accession process in line with the merit-based approach, with clusters being opened when the conditions are met. It takes good note of the assessment of the Commission that the fundamentals cluster is ready to be opened,” the document states.

EU leaders separately stressed their full support for efforts to ensure full accountability for war crimes and other grave crimes committed during Russia's war of aggression against Ukraine, and welcomed progress in establishing a Special Tribunal for the Crime of Aggression against Ukraine within the Council of Europe.

The said EU Council resolution was adopted by 26 votes.

As reported, EU heads of state and government met in Brussels today in the format of the European Council, which, among the most important issues, considered ways of further EU economic and military support for Ukraine.
