Scheme with “ghost employees” worth over ₴16 million: Three Kyiv Aviation Institute officials charged

Three officials of the National University "Kyiv Aviation Institute", a state-run institution, have been notified of suspicion of embezzling more than ₴16.6 million in budget funds through a scheme involving “ghost employees.”

According to Ukrinform, this was reported by the Prosecutor General's Office.

Under the procedural guidance of prosecutors from the Office of the Prosecutor General, three officials of the National University "Kyiv Aviation Institute" were notified of suspicion of misappropriating budget funds on an especially large scale as part of an organized group (Part 5, Article 191 of the Criminal Code of Ukraine).

The investigation established that between January 2021 and August 2024, the former head of the security activities department of the institute’s guard service, the head of the guard service, and his deputy organized an illicit scheme of fictitious employment.

“89 so-called 'dead souls' were officially employed. Salaries for these 'employees' were accrued without them actually performing any duties, after which the funds were withdrawn from bank cards and appropriated by the participants of the scheme,” the statement said.

As a result, the state, represented by the Ministry of Education and Science of Ukraine, suffered losses of more than ₴16.6 million.

During searches at the residences of the suspects, documents and data carriers with evidentiary value for the criminal proceedings were seized.

As reported by Ukrinform, the Specialized Anti-Corruption Prosecutor’s Office has completed a pre-trial investigation in a case concerning losses of more than ₴15 million during the procurement of paint and linoleum for the needs of Ukrzaliznytsia.
