According to a Ukrinform correspondent, Ukrainian Parliament Commissioner for Human Rights Dmytro Lubinets said this during a press conference marking the fourth anniversary of his appointment.

"We do not even have a definition in national legislation of who is considered a victim of Russian aggression. Is it someone who has lost their home, their health, or their loved ones? There is no such definition. We have no registry. Even now, we do not understand how many Ukrainian citizens have been affected by Russian aggression," Lubinets said.

According to him, the absence of such a definition complicates the development of state policies to support affected citizens.

"We finally need to launch a comprehensive system for registering everyone affected, starting from 2014. Yes, it is an enormous number of people. But if we do not do this, we will lose an entire generation of our citizens. I say this with full awareness," Lubinets added.

He also pointed out that the official number of internally displaced persons (IDPs) has for a long time remained at around 4.6 million.

As reported, the Verkhovna Rada passed the Law on Ensuring the Rights and Freedoms of Internally Displaced Persons.
