Ukraine’s Parliament passes law on Unified Social Services Information System
According to a Ukrinform correspondent, legislative initiative No. 11377 was supported by 229 deputies.
The law regulates the collection, processing, and storage of information about applicants and recipients of social benefits, as well as system users. This will improve the efficiency of social payments and simplify interaction between government agencies.
The unified system will be integrated with multiple state registries, including the state civil registry, the taxpayer registry, the military conscription registry, the electronic health information system, and others. This will allow automatic verification of citizens’ eligibility for social services without unnecessary paperwork.
The law also sets clear rules for protecting personal data, which is considered confidential information. System administrators are required to ensure database integrity and prevent unauthorized access. Individuals whose data is stored in the system are guaranteed the right to free access to information, correction, updating, and appeal in case of rights violations.
An important innovation is a mechanism for automatically determining eligibility for social benefits based on existing data, which will increase the speed and accuracy of benefits assignment.
As Ukrinform reported, in 2026 the Ministry of Social Policy’s experimental project to build resilience centers will operate on a permanent basis, with UAH 1 billion allocated in the budget to support it.
