State Statistics Service to estimate Ukraine's population by end of year

The State Statistics Service of Ukraine plans to conduct an experimental population estimate by the end of 2025.

This was announced during the Conference “EU Enlargement: The Role of Comparable and Reliable Official Statistics” by the Head of the agency, Arsen Makarchuk, Ukrinform reports, citing the State Statistics Service.

Digitalization and the introduction of a new statistical production system are among the key sectors shaping the transformation of the service today. As part of the reform, the State Statistics Service is preparing to launch a new statistics portal with integrated artificial intelligence solutions and plans to switch to digital household surveys.

In addition, an experimental assessment of the population is planned to be conducted by the end of the year.

Another sector of work for the service is strengthening institutional capacity, in particular, restoring statistical production.

Makarchuk reminded participants that, thanks to legislative changes, business reporting, which had been suspended since the start of the full-scale invasion, will be resumed in Ukraine in July 2025. By mid-2026, the State Statistics Service plans to fill the gap in the statistical series.

In addition, Ukrainian statistics are gradually being integrated into the European statistical system: harmonizing methodology, adapting legislation in accordance with the European Statistics Code of Practice, and expanding data transfer through EDAMIS.

As reported, according to the United Nations Population Fund (UNFPA), Ukraine's population has declined by 10 million people, or about a quarter, since the start of Russia's full-scale invasion due to the outflow of refugees, falling birth rates, and increased mortality from the war.
