Ukraine could get through the upcoming winter without massive power outages if Russia fails to destroy critical energy infrastructure facilities that survived previous attacks.
The European Council on Wednesday reached an agreement on a financial assistance package to Ukraine, including an exceptional macro-financial assistance (MFA) loan of up to EUR 35 billion and a loan cooperation mechanism that will support Ukraine in repaying loans for up to EUR 45 billion provided by the EU and G7 partners.
With winter approaching, Ukraine faces pressing challenges, including providing drinking water to the southern Ukrainian regions, securing energy and heat supplies, and constructing the second and third levels of critical infrastructure protection.
As of the morning of October 9, 527 settlements remain without electricity supply due to hostilities and technological disruptions.
