Ukrzaliznytsia remains Ukraine’s largest employer – Opendatabot

JSC Ukrzaliznytsia has topped the ranking of Ukraine’s largest employers for the fifth consecutive year, with nearly 170,000 employees.

According to Ukrinform, Opendatabot published the ranking based on companies’ financial statements.

“Ukrzaliznytsia has remained the largest employer for more than five years, but its workforce is gradually shrinking. Over the past year, staff numbers fell by 5% to 169,952 employees. Since the start of the full-scale war, the company’s workforce has declined by 27% or 62,800 people,” the report says.

Second place is held by ATB-Market LLC with 46,649 employees. The company added 565 workers (+1%) over the past year but has lost 14,133 employees (-23%) since the start of the war.

Third is Gas Distribution Networks of Ukraine LLC, employing 39,444 people. The company added 1,770 staff (+5%) in the past year — the largest growth among the top ten.

Supermarket chain Silpo overtook Ukrposhta to claim fourth place with 32,367 employees, adding 1,001 staff (+3%) over the past year. Compared with 2021, however, the company has lost 9,808 employees (-23%).

Ukrposhta, now fifth, employs 31,739 people. Its workforce has remained unchanged over the past year but has shrunk by 30,634 (-49%) since 2021.

Logistics operator Nova Poshta holds sixth place with 27,572 employees. Staff numbers were stable year-on-year (+0.2%) but have declined by 2,218 (-7%) since 2021.

Seventh is NNEGC Energoatom (25,740 employees, -6% year-on-year), eighth is SE Forests of Ukraine (22,252 employees, -6%), ninth is JSC Ukrnafta (19,583 employees, +4%), and tenth is JSC Ukrgasvydobuvannya (17,794 employees, +3%). Notably, Ukrgasvydobuvannya is the only company in the ranking to have increased its workforce since the start of the full-scale war, adding 979 employees (+6%).

As reported earlier, since the beginning of 2026, 7,000 veterans have applied to Ukraine’s State Employment Service centers, with more than 1,000 successfully employed.
