Kuleba discusses community financing priorities with IMF mission
That’s according to the Ministry’s press service, as reported by Ukrinform.
The key focus of the meeting was the regional energy resilience plan, including ensuring uninterrupted heating and water supply. The parties discussed the financial requirements of communities in preparing for the upcoming heating season and implementing resilience strategies.
Special attention was given to budget financing mechanisms and the efficient use of funds provided by international partners.

Kuleba emphasized that Ukraine requires partner support to protect critical infrastructure and to supply energy equipment needed to guarantee continuous heating, water supply, and wastewater services. He noted that the priority is to minimize the time between financing and the launch of each energy facility.
As previously reported, the Ministry for Restoration and the UN Development Programme agreed on a 2026 cooperation roadmap focused on systematic territorial recovery and strengthening local self-government capacity.
