12,000 hectares of agricultural land exchanged in Ukraine under state compensation program

This year, 12,000 hectares of agricultural land have been cleared of explosive objects in Ukraine under the state compensation program, and the Humanitarian Demining Center has signed contracts to clear 17,000 hectares.

According to Ukrinform, this was reported by the Ministry of Economy, Environment, and Agriculture.

“In total, 61 contracts signed by the Humanitarian Demining Center with auction winners were fulfilled during the year. The total cost of the work was almost UAH 713 million,” the report says.

According to Deputy Minister of Economy Ihor Bezkaravayny, a full year of the state program for compensation for the demining of agricultural land is the main achievement in the field of humanitarian demining.

“As of now, we have already returned more than 12,000 hectares. This year alone, the CDM signed contracts for the clearance of more than 17,000 hectares worth UAH 1.17 billion. The launch of the program has created demand from market players for demining machines, the latest technologies, and services provided by the state,” the deputy minister said.

Overall, in 2025, the number of demining operators almost doubled, from 73 to 134.

An important step was the expansion of the compensation program to households. As the ministry reminded, owners or tenants of agricultural land can also apply for demining if their land has been affected by the war. According to preliminary estimates, about 1 million hectares of agricultural land meet these criteria. By the end of the year, there were already dozens of applications from “individual farmers” who meet the program's conditions.

According to the Ministry of Economy, the contribution of international partners to humanitarian demining has reached USD 1.5 billion. In particular, partners announced additional commitments of USD 80 million during the annual Conference on Mine Action in Ukraine - 2025, which was hosted by Japan this year.

With the support of partners, the development of the GRIT digital platform for planning, prioritizing, and monitoring humanitarian demining continues.

As reported, the simplification of the certification procedure for mine action operators continued throughout 2025. In May, the government adopted a decision that launched the possibility of certification for most processes through the Diia portal, and in the fall, the Ministry of Economy, together with its partners, presented the necessary functionality.
