Ukraine’s public debt rose by $7.03B in November – Finance Ministry
The Ministry of Finance reported the figures, according to Ukrinform.
As of November 30, 2025, Ukraine’s public and government‑guaranteed debt amounted to UAH 8,616.54 billion, or USD 204.22 billion.
“During November 2025, the volume of public and government‑guaranteed debt increased by UAH 340.33 billion in hryvnia terms, and by USD 7.03 billion in dollar terms,” the Ministry stated.
Of the total, external public and government‑guaranteed debt stood at UAH 6,628.59 billion (76.93%), or USD 157.10 billion, while domestic debt amounted to UAH 1,987.95 billion (23.07%), or USD 47.12 billion. Public debt alone accounted for UAH 8,329.25 billion (96.67%), or USD 197.41 billion.
As previously reported, the Cabinet of Ministers has approved the Medium‑Term Public Debt Management Strategy for 2026–2028, which sets three key policy objectives: increasing the share of grants and other non‑debt financing; reducing debt risks by lowering borrowing costs; and fostering the development of the domestic government bond market.
