Ukraine, EU committed to finding balanced trade solution by late July

Even though the European Commission has approved the transitional measures coming into effect from June 6, 2025, Ukraine and the European Union have the political will to reach an agreement on balanced trade conditions by the end of July 2025.

The relevant statement was made by Ukrainian Agrarian Policy and Food Minister Vitalii Koval during a series of high-level meetings in Brussels, an Ukrinform correspondent reports, referring to the ministry’s press service.

As explained by Koval, the European Commission adopted a list of transitional measures coming into effect from June 6, 2025, but this decision is interim. In his words, it allows the worst-case scenario to be avoided while maintaining the access of Ukraine’s agricultural exports to the European market.

With this decision, the European Commission gave Ukraine time and space to find a stable long-term solution within the Association Agreement and the Free Trade Area.

The Ukrainian minister noted that dialogue with European partners had been constructive. The parties agreed to work quickly, purposefully, and in a coordinated manner.

“There is the political will on both sides to find a balanced solution by late July. Our goal is to avoid uncertainty, provide our farmers with clear rules of the game and ensure the sustainable access of Ukrainian products to the EU market. For Ukraine, this is not just a matter of trade – it is a matter of economic stability amid the war,” Koval stressed.

He also expressed gratitude to European colleagues for their clear position, dialogue and partnership.

A reminder that, after the EU’s Autonomous Trade Measures with Ukraine expire on June 6, 2025, the European Commission will apply a transitional ‘implementing act’, which was adopted at the respective committee meeting on May 22, 2025.

This ‘act’ will be valid for the time necessary to modify the Deep and Comprehensive Free Trade Areas (DCFTA) agreement, which was concluded between Ukraine and the EU back in 2016.
