Ukrainian President Volodymyr Zelensky has signed a decree on the transfer of agricultural land from state to municipal ownership.

He announced his intention to sign the document at the land forum "Land to the People" in Chernihiv region on Thursday, October 15, according to an Ukrinform correspondent.

"Today I am signing a decree on measures to transfer agricultural land from state to municipal ownership," Zelensky said, subsequently signing the document.

He stressed that on October 26, all newly formed communities should receive land in municipal ownership and will be able to use funds from land use for their own development and well-being.

According to him, in general, local governments will receive more than two million hectares of land.

"We are returning the land to the people, from the center to the regions. It is logical and, most importantly, it is fair," Zelensky said.

At the same time, he recalled that the law prohibits the sale of municipal lands.

The Verkhovna Rada at an extraordinary meeting on March 31 adopted the Law of Ukraine "On the Introduction of Amendments to Certain Legislative Acts of Ukraine on the Sale of Agricultural Land."

President Volodymyr Zelensky signed the law on April 28.

The law lifts the moratorium on the sale of agricultural land from July 1, 2021. From July 2021 to January 1, 2024, restrictions will be in place on the purchase of land - no more than 100 hectares per person. Until 2024, only individuals will be able to buy land.

The document provides for the formation of a legislative framework for the introduction of the market circulation of agricultural land, allows for the implementation of the constitutional rights of citizens to freely dispose of their property and creates transparent conditions for the acquisition of agricultural land by citizens of Ukraine.

The law states that the owners of agricultural land may be citizens of Ukraine, Ukrainian legal entities with ultimate beneficial owners only from among citizens of Ukraine, territorial communities, as well as the state.
