Accounting Chamber: Courts of appeal inefficiently spent UAH 139 mln

The audit conducted by the Accounting Chamber of Ukraine found that UAH 139 million was used inefficiently to support the activity of general courts of appeal in 2018-2019, according to the press service of the Accounting Chamber.

In particular, the audit showed that the lengthy procedures for transferring judges during the liquidation of the courts hampered the judicial reform, which became additional burden to the state budget because of the excessively unproductive costs of paying judicial fees to judges who did not render justice. From October 1, 2018 to January 1, 2020, such payments reached UAH 66 million.

The Accounting Chamber also identified systemic irregularities and factual misuse of budgetary resources. Thus, some general courts of appeal allowed uneconomical, unproductive, and ineffective use of funds and property for UAH 72.6 million, with legislation violations. Of these, over UAH 68 million was used to pay for utility services without approval by the chief spending unit, and almost another UAH 3 million was used for informatization that had not been put into operation for a long time.

In general, according to the audit conducted by the Accounting Chamber, the general courts of appeal used UAH 4.7 billion in 2018-2019, with UAH 4.85 billion envisaged in the state budget of Ukraine, which made it possible to meet their current needs.
