PM Honcharuk on unbundling: Reform completed quickly

The Operator of the Gas Transmission System of Ukraine (OGTSU) has completely separated from Naftogaz and become an independent company.

The reform that both Ukraine and Europe have been waiting for many years has been implemented in a fast and coherent way, Prime Minister of Ukraine Oleksiy Honcharuk commented on the completion of the unbundling process, the Government portal reported.

"I emphasize that such pace has been made possible only due to the coordinated work of all parties: the Office of the President, the Government, the Parliament, Naftogaz and our European partners," the prime minister said.

The GTS Operator of Ukraine received a license, certification and tariffs for gas transit from NEURC (National Energy and Utilities Regulatory Commission), thereby becoming a fully independent entity.

"This effort was justified. Showing our commitment to European rules, we have received a transit contract as well as financing for the system and the country," Honcharuk noted.

Earlier, CEO of NJSC Naftogaz of Ukraine Andriy Kobolyev stated that the unbundling process had been officially completed.

On December 30, 2019, Ukraine signed a transit contract, which consists of three documents: an interconnection agreement between the GTS Operator of Ukraine and Gazprom, an agreement on the organization of transit between Naftogaz and Gazprom, and a settlement agreement between Naftogaz and Gazprom according to which both parties abandon mutual claims under the 2009 contracts.
