Experts propose to evaluate the SFS performance using international key performance indicators (KPI)
This was announced at the press conference "Roadmap for the reform of tax system: administration and control" held at Ukrinform by the authors and experts of the NGO "Institute of tax reform," as reported by agency’s correspondent.
"We want to offer a method for estimating the fiscal service, which is already applied in the developed countries - KPIs. This method will allow to monitor the efficiency of tax reforms, improve the level of services to the taxpayers, reduce the cost of tax liabilities, create a mechanism of communication between the SFS and customers, increase the transparency and accountability of fiscal authorities, "- said Oleksiy Koval, the legal expert of the NGO "ITR".
According to the expert, the KPI system is actively used in the UK, Canada, Estonia and Azerbaijan.
As Koval stated, currently the activists are trying to reach an agreement with the SFS on the implementation of KPI system in the test mode in one of the oblasts of Ukraine.
"We are trying to find common ground with the SFS and try to implement in a test mode in one region of Ukraine - an agreement regarding this has not been achieved - the KPIs evaluation system, it will help diagnose what are the key issues in the fiscal service performance" - he said.
Another initiative of civil society activists is aimed at improvement of tax administration - the introduction of new electronic services. In particular, the experts suggest the concept of "e-tax administration" that will minimize contact between the inspector and the taxpayer, will reduce the numbers of tax offices, and allow to receive statements, submit reports, applications for registration, etc. through tax terminals.
"Our system of e-tax cabinet provides for the use of the cabinet via Internet using mobile apps, as well as via tax terminals in case of implementation of personalized ID-cards" - said Iana Matiyeva, legal expert of NGO "IPA".
In addition, activists propose to introduce the position of tax ombudsman. His rights and duties will be identical to those of the SFS officials, but he will not have the status of a civil servant and his work will be coordinated by the Ministry of Finance.
"The three main advantages of this innovation. Firstly, the state monopoly to conduct inspections is destroyed, the government interference in the process of doing business is minimized. Secondly, the business receives the possibility to choose between the tax authority and tax ombudsman, which removes the fiscal pressures. Thirdly, the corruption component in dealing with tax administration, which occurs during audits, is minimized", - said Olena Khotenko, head of the NGO "IPA".
We remind that key performance indicators (KPI) are performance indicators that give organizations the opportunity to assess their condition and help in assessing the implementation of the strategy. KPI allow monitoring the business activities of employees, departments, and the entire company.
