Defense Minister Mykhailo Fedorov said during his speech at the RUSI Land Warfare Conference that Ukraine, together with its partners, was strengthening its defense capabilities and that, in order to achieve a just peace, it was important to scale up support in key areas, including air defense, the production of drones and missiles, and the supply of long-range artillery shells.

The minister thanked the team of the Royal United Services Institute for the invitation and productive cooperation, as well as the government of the United Kingdom for its consistent support of Ukraine.

According to Fedorov, Ukraine is gradually achieving greater success in countering aerial threats, particularly through the development of a "small-scale air defense" system.

On the ground, Ukraine's Defense Forces are increasing strikes against enemy logistics and targeting Russia's economy.

Drones play a key role on the battlefield. In particular, the Unmanned Systems Forces are responsible for striking every fourth target on the front line. Ukraine is taking steps to stay ahead of Russia in every technological cycle by scaling up effective units, developing the eBaly system, and implementing other innovative solutions.

The minister outlined three key areas of support that Ukraine urgently needs to maintain the initiative.

The first priority is air defense. Ukraine critically needs missiles for the Patriot system, particularly PAC-3 interceptors. Therefore, support for the Prioritized Ukraine Requirements List (PURL) mechanism remains important.

According to Fedorov, Ukraine still faces two main challenges: ballistic missiles and guided aerial bombs.

"We are working together with our partners to deprive Russia of this advantage," the minister said.

The second priority is expanding the production of Ukrainian drones and missiles.

According to Fedorov, 2026 will be a record year for drone production, but Ukraine could further increase output with additional funding. He also noted that exports of Ukrainian defense solutions to strategic partners will soon begin for the first time.

The third priority is longer-range artillery ammunition. Ukraine needs shells capable of reaching targets at distances of at least 30 kilometers.

Scaling up and accelerating support in these areas will help strengthen Ukraine's position and bring a just peace closer.

The minister also spoke about the first stage of military service reform.

The key change is a transition to a new contract-based service system with clear conditions and defined service terms. Ukraine is introducing simplified transfer procedures, establishing the highest levels of financial compensation for infantry and assault units, and preparing further transformation measures.

As Ukrinform reported, Rachel Ellehuus has stated that Ukraine needs security guarantees and that NATO and the EU are lagging behind in providing them.
